------ Permanent Residence Certificate for Investor
I. Requirements for application
Aliens conforming to one of the following requirements may apply for the permanent
residence certificate for aliens for investors:
(1) An Investor who invests in China with an actual sum of registered capital paid
amounting to 2 million US dollars or above (not less than that amount be sustained
for 3 consecutive years);
(2) An Investor who invests in China’s central areas with an actual sum of registered
capital paid amounting to 1 million US dollars or above (not less than that amount
to be sustained for 3 consecutive years);
(3) An Investor who invests in China’s western areas and key poor counties supported
by the state in development with an actual sum of registered capital amounting to
USD500,000 or above (not less than that amount to be sustained for 3 consecutive
years); and,
(4) An Investor who invests in enterprises encouraged by the state under the promulgated
“Guiding Projects of Enterprises Invested with Foreign Capitals”.
The accompanying spouse and children under the age of 18 years and unmarried may,
at the same time, apply for the same permanent residence certificate for aliens.
II. Formalities for application:
1. Submit the “Application Form for Permanent Residence Certificate in China for
Aliens (including the spouse and children of the investor)”and submit the applicant’s
4 2in recently taken bareheaded, front-faced with background colored photos;
2. Submit for examination the applicant’s valid passport or any certificate qualified
to substitute the passport and a duplicate;
3. Submit the valid visa or foreigner residence permit;
4. Submit the health certificate for exit-entry issued within 6 months by the Chinese
quarantine department (those under 18 years of age are exempted). The “Health Certificate”
issued by a medical organization abroad within 6 months should be authenticated
by the Chinese embassy or consulate stationed in that country;
5. Submit the certificate of no-criminal record abroad authenticated by the Chinese
embassy or consulate stationed in that country;
6. Submit the approval for foreign-investment enterprises, the original and duplicate
of business license issued by the industrial and commercial department, certificate
for joint annual inspection and report of capital verification; Investors who invest
in enterprises of encouraged categories should also submit the “Confirmation for
Projects to be Invested by Foreign Capitals” as encouraged by the state for the
recent 3 years’ development;
7. Submit the certificate for the recent 3 years’ enterprises tax payment. The accompanying
family members of the above applicants, apart from submitting their own valid passports
and visas, should also submit the relevant certification (Issued abroad should be
authenticated by the Chinese embassy or consulate stationed in that country). For
example, when the applicant is a spouse, he/she should submit the marriage certificate,
health certificate and no criminal record certificate; children under 18 years of
age and unmarried should submit their birth certificates or certificates for the
parent-child relationship with the applicant; adopted children should also submit
the certification for adoption.

I. Requirements for application
Aliens who conform to the following requirements may apply for the permanent residence
certificate for aliens for personnel in office:
(1) One who assumes in China the position of a chairman of the board, vice chairman
of the board, general manager, deputy general manager or above or one with the associate
senior title of post of an associate professor or researcher or above:
(2) One who has held the post for consecutive 4 years and having lived in China
not less than accumulated 3 years;
(3) With a good record of tax payment;
(4) The work-unit wherein he/she works conforms with one of the following requirements
continuously for four years:
(A) Departments under the State Council or scientific research institute under Shanghai
Municipal Government or undertakings with administrative nature or function;
(B) Key institutions of higher learning (“211 Engineering”school and those enrolling
for the first time new students);
(C) Enterprises or undertakings carrying out the state’s key engineering projects
or major scientific and technical projects; and,
(D) New and hi-tech enterprises, enterprises encouraged for foreign investment,
advanced technical enterprises invested with foreign capitals or enterprises invested
by foreign businesses with products for export. The accompanying spouse and children
under 18 years of age and unmarried of the above personnel may apply, at the same
time, for the same permanent residence certificate for aliens.
II. Formalities for application:
1. Submit the completely filled in “Application Form for Permanent Residence Certificate
in China for Aliens (for personnel in office, spouse and children)”and submit the
applicant’s 4 2in recently taken bareheaded, front-faced with background colored
photos:
2. Submit for examination the applicant’s valid passport or any certificate qualified
to substitute the passport and a duplicate;
3. Submit the valid visa or foreigner residence permit;
4. Submit the health certificate for exit-entry issued within 6 months by the Chinese
quarantine department within 6 months (children under 18 years of age are exempted).
The “Health Certificate” for exit-entry issued within 6 months by a medical organization
abroad should be authenticated by the Chinese embassy or consulate stationed in
that country;
5. Submit the certificate of no-criminal record abroad authenticated by the Chinese
embassy or consulate stationed in that country;
6. Submit the certificate for the applicant’s position or title (resolution of the
board) issued by his/her work-unit and the “Certificate for Foreign Experts” or
the “Certificate for Employment for Aliens”;
7. Submit the certificate for personal tax payment for the recent 4 years;
8. Submit the relevant certificate of the work-unit:
(A) When the enterprise or undertaking is a state key engineering project or major
scientific project, the applicant should submit the proof for the project by the
department in-charge under the ministry orprovince;
(B) Foreign investment enterprise should submit the original and duplicate of the
business license, approval certificate and the certificate for the joint annual
inspection together with one of the following authentic certificates:
ⅰ.When the work-unit is a new and hi-tech enterprise, the applicant should also
submit the certificate for new and hi-tech enterprise for 4 years;
ⅱ.When the work-unit is an enterprise encouraged by the state for foreign investment,
the applicant should also submit the confirmation for the foreign-investment project
encouraged for development by the state for 4 years;
ⅲ.When the work-unit is an enterprise of advanced technology invested with foreign
capital, the applicant should also submit the confirmation for the enterprise of
advanced technology invested by foreign capital for 4 years;
ⅳ.When the work-unit is an enterprise invested by foreign capital for exporting
products, the applicant should also submit the confirmation for the enterprise invested
by foreign capital for export products for 4 years;
The accompanying family members of the above applicants, apart from submitting their
own valid passports and visas, should also submit the relevant certification (Issued
abroad should be authenticated by the Chinese embassy or consulate stationed in
that country). For example, when the applicant is a spouse, he/she should submit
the marriage certificate, health certificate and no criminal record certificate;
children under 18 years of age and unmarried should submit their birth certificates
or certificates for the parent-child relationship with the applicant; adopted children
should also submit the certification for adoption.

A foreigner can apply for the residence permit for five years under any of the following
circumstances:
1. Person on whom the title of Honorary Citizen of Hangzhou has been conferred and
to whom the Magnolia Award has been awarded;
2. Legal representative, general manager, deputy general manager and financial supervisor
of the regional headquarters of a transnational corporation in Shanghai;
3. Legal representative, general manager and deputy general manager of the enterprise
with the registered capital of over US$ 30 million.
The accompanying spouse, children under the age of 18 and parents of such personnel
can apply at the same time for the Foreigner’s Residence Permit for the same period
as such personnel.
II. Formalities:
1. Submitting the Foreigner Visa and Residence Permit Application Form completely
filled up and one recent 2-inch half-length, bareheaded and full-faced photograph;
2. The original of the certificate of check-in in Hangzhou(issued by the hotel or
the police substation of the area where the lodging takes place);
3. Handing over the originals of the valid passport and visa for examination;
4. Submitting the original of the Health Certificate issued by Hangzhou health quarantine
department;
5. Submitting the official letter of application of the unit;
6. Submitting the original and the copy of the official letter of Hangzhou Foreign
Economic Relations and Trade Commission or Hangzhou Foreign Affairs Office or the
Hangzhou Residence Card B;
7. Submitting the applicant’s written application;
8. Submitting the original and the copy of the Certificate of Approval of Enterprise,
the Duplicate of Business License or the Representative Agency Registration Certificate
and the organization code;
9. Persons from the general manager down (or F-type persons holding the Shanghai
Residence Card B) should submit the originals of the Employment Credential and the
Employment Registration Form; the foreign expert should submit the original of the
Expert Certificate;
10. Submitting any of the following certificates conforming to the applicant’s identity
and origin of application:

can be exempted from submitting the Health Certificate. The applicant under the
age 18 or above the age of 70 should go through the formalities in person for the
first application.

1. Submitting the Foreigner Visa and Residence Permit Application Form completely
filled up and one recent 2-inch half-length, bareheaded and full-faced photograph;
2. The original of the certificate of check-in in Hangzhou (issued by the hotel
or the police substation of the area where the lodging takes place);

and Hangzhou Education Commission should provide the originals and the copies of
the relevant certificates;
b. Foreigner with investment of over US$ 3 million in Shanghai should provide the
original and the copy of the Finance Audit Report;
c. Person holding the Hangzhou Residence Card B valid for five years should provide
the official letter of Hangzhou Personnel Bureau.
The accompanying family members of such kinds of personnel should provide the copy
of the Family Relation Certificate and corresponding documents, besides their own
valid passports and visas. An applicant under the age of 18 or above the age of
70 or an applicant, who extends the Residence Permiwithin 3 months as of its expiration,
can be exempted from submitting the Health Certificate. The applicant under the
age 18 or above the age of 70 should go through the formalities in person for the
first application.

An applicant under the age of 18 or above the age of 70 or an applicant, who extends
the Residence Permit within 3 months as of its expiration, can be exempted from
submitting the Health Certificate. The applicant under the age 18 or above the age
of 70 should go through the formalities in person for the first application.

title of associate professor or associate research fellow and above who holds office
in relevant units in Hangzhou;
6. Person holding the Hangzhou Residence Card B valid for two years;
7. Person who has worked and resided in Hangzhou for successive 5 years.
The accompanying spouse, children under the age of 18 and parents of such personnel
can apply at the same time for the Foreigner’s Residence Permit for the same period
as such personnel.

Identity Confirmation Certificate issued by Shanghai Foreign Economic Relations
and Trade Commission; the foreign expert should submit the original of the Expert
Certificate; the resident correspondent should submit the original of the Press
Card; the person engaged in commercialized theatrical performance needs to submit
the originals of the official document approving the performance by the Ministry
of Culture or Shanghai Cultural Bureau and the Performance Credential issued by
Shanghai Cultural Bureau; the person engaged in offshore petroleum operations should
submit the Work Permit for Foreign Personnel Engaged in the Offshore Petroleum Operations.
The accompanying family members of such kinds of personnel should provide the copy
of the Family Relation Certificate and corresponding documents, besides their own
valid passports and visas.
An applicant under the age of 18 or above the age of 70 or an applicant, who extends
the Residence Permit within 3 months as of its expiration, can be exempted from
submitting the Health Certificate.
The applicant under the age 18 or above the age of 70 should go through the formalities
in person for the first application.

Where to Pay
If you live in a condo or a compound, you pay at the management office. Otherwise
you can pay at the following places:
⊙ Banks – it is very convenient!
⊙ Post offices (You Ju)
⊙ Lane guardian: if you live in a town house (lane house), you might receive help
from your guardians for that. Check with the agency or the owner.
⊙ Special ATMs in all-days stores for water and electricity bills as well as IP
reduced rate telephone card, Ru Yi cards issued by the Shanghai Rural Credit Cooperative
Union are used to pay bills.
Electricity
Electricity is not cheap in Hangzhou, so don’t forget turn off your air conditioning
when you are out.
⊙ General Description: Electricity is 220 volts at 50 Hz.
⊙ Fees depend on your registration as business or home user. Check with your landlord
as business pay twice the price.
⊙ Emergency Electricity telephone 24h in English: Tel. 95598. Very useful! For instance,
when you come home late during winter and you have no more electricity, you can
call this number and they will come right away, with no fee, to fix it, even in
the middle of the night!
Internet Access
The landlord or the management office should help you install the necessary lines.
If you need extra help to have your computer and services working properly in this
new environment, you can always find a computer engineer to assist you.

Hygiene
When you first arrive you should be cautious when buying and preparing food. You’re
your immunity to Chinese bacteria is developed, you can be less vigilant. ‘Ayis’
handling and cooking food may require supervision with regard to your hygienic practices.
Salads, vegetables and fruits that cannot be peeled should be washed in tap water
with a bit of bleach or a producewash. The final rinse should be in bottled water.
⊙ Local meat and poultry are not always inspected so it is best to rinse them with
tap or bottled water.
⊙ If the beef is blood red, it is good to buy. Pork should not be too red in color.
Shrimp should be firm not soft.
⊙ The date stamps on the packaging can verify the freshness of dairy products.
⊙ Food preparation: eat only well cooked fish and seafood, rice, pasta and vegetables
should be cooked in bottled water.
⊙ To prevent clogging, add uncooked rice grains to your salt shakers.
⊙ To prevent moisture in food, put dry food in Tupperware.
⊙ Storage life of fresh fruits and vegetables is likely to be less than in Western
countries.

1 bathroom, 3 bedrooms 2 bathroom and 4 bedrooms 2 bathroom. The house or villa
area will be a little bit far from city. Size is measured in gross square meter,
and will include balconies and some common areas, so as a guideline, deduct about
20% to find the net square-meter size. For some inexplicable reason, older apartments
appear more generous in their quoted size than modern ones! High-rise apartments
often give a larger useable floor area than townhouses, which are built on small
sites with many levels, losing space in stairs and corridors. Modern blocks usually
incorporate a swimming pool, and many larger developments have additional sports
and play facilities, allowing children, in particular, a good point of contact for
meeting and making new friends. There are also a greater number of potential friends
to be found in a block with many apartments than in a small housing development,
so again, keep an open mind till you can weigh up the alternatives for yourself.
Prior to the handover of the premises to the Tenant, the Landlord will usually redecorate
throughout and make good any defects. Should you make any alterations during the
term of your Tenancy, you may be required to reinstate the premises to the initial
condition (fair wear and tear allowed) upon expiry of the lease.

------ Rental Costs
Due to the volatile nature of the property market here, it is difficult to be precise
about current rental costs, although guidelines are given on our Properties descriptions.
Also, in our experience, it is impossible to answer the question "How much do I
need to spend on rent to live happily in Hang Zhou?". Everyone has different parameters,
requirements and expectations, and one person's "delightful home", is another person's
"shoebox"!
The majority of premises are let furnished or partly furnished. Units are usually
supplied with fitted closets, kitchen cupboards, water heaters and the majority
have basic electrical appliances and air-conditioning, however, these may have to
be negotiated in some older apartments.

------ Additional Outgoings
The monthly rental quoted is usually deemed to be exclusive of:
a. Management Fees: a monthly charge set by the incorporated owners of the block,
covering security costs and the cleaning and maintenance of the common areas.
b. Government Rates (Tax): a local tax set by the Government and paid monthly -
however, it is possible to negotiate an all-in price if preferred.
c. Utility charges: meter and consumption charges for water, gas, electricity and
phone services are always to the Tenant’s account.

The principal business districts are situated at Downtown and Uptown or Xi Hu District,
so we at Hangzhou Zhu Shang Real Estate concentrate on showing homes on this 3 district,
but we are certainly able to extend our parameters to take in Bin Jiang district
if necessary. If we cannot source the right home through a direct landlord, we will
liaise with associated realtors specializing in other locations, should that be
appropriate.
